Reentry Programs Addressing Offenders with Co-occurring Disorders

A publication by the National Association of Counties (NACo), Reentry for Safer Communities Effective County Practices in Jail to Community Transition Planning for Offender with Mental Health and Substance Abuse Disorders, highlights six county sites with effective programs for this population. "The Reentry Focus Group identified and defined five major characteristics of promising practices in local transition planning" as:

Collaboration
Access to Benefits
Sustainability
Cultural/Gender Components
Community Linkages

The six model county programs are then viewed according to these characteristics. The benefits of reentry and long term cost savings are demonstrated.

Penn Researcher Finds High Recidivism Rate Is Due to Few Transitional Services for Ex-Offenders

According to www.upenn.edu, "Penn researchers found that the existing human-service organizations all had the capacity to serve more clients, and were willing to do so, but more coordination between the re-entry services needs to be established in order to better serve the ex-prisoner population."

Nominate Your Jail Transition Program

The National Association of Counties (NACo) is seeking model jail transition programs for inmates being released with co-occurring disorders. "Selected models will then be featured in a promising practices publication, which will serve as a resource for communities across the country." The criteria they are looking for in your program include:

Collaboration
- Collaborative/individual case management
- Information sharing
Access to Benefits Component

Pre-release

Sustainability

Performance measures

Cultural/Gender Considerations
Community Linkages
- Family reunification, access to housing, employment, transportation, aftercare, and follow-up

Make your nomination to NACo by November 30th, 2006.

Offender Reintegration and Transition to the Community

A minimum of 95% of all state inmates will return to the community after serving their sentences. These individuals face significant issues and barriers to successful reintegration into society. The National Institute of Corrections offers a variety of resources designed to assist stakeholders in establishing principles, programs and services that effectively address the special needs of this population.
