There are a number of jurisdictions that employ administrative caseloads to monitor low risk individuals. Hennepin County in Minnesota discusses their operations in this

Westchester County Probation
in New York State uses automated reporting in their Administrative Caseload Unit.
Lake County Division of Adult Probation Services
in Illinois uses group reporting for low risk probationers in good standing.

We are currently looking at Banking Low Risk offenders. We are working with a company called pocheck.com. There new and looks to be operated by P&P folks. I'll reply back once we get up and running. Hope this helps.
