looking for research or best practices covering consolidation of multiple municipal jail operations...can locate city-county consolidation but none on multi-city cooperatives...?

There are several counties in Oregon that run a regional jail. It is located in The Dalles, Oregon, and several counties fund it and use it. The jail is called NORCO Regioal, I believe.
