Our jail agency endeavors to link offenders with community based services in preparation for their release. Government benefits being restored in a timely manner (ASAP) is seen as a way of reducing recidivism - according to the proposed federal legislation entitled Recidivism Reduction Act HR 2829. The Social Security Administration also maintains this page for offenders being released who want to apply for benefits prior to release: http://www.ssa.gov/ssi/spotlights/spot-prerelease.htm
