    I am currently in the process of reviewing our current use of force policy and would like to review existing policy from other agencies.  Any assistance you can provide would be greatly appreciated.

    Good afternoon, Following is our use of force policy.  I apologize for the bad formatting.  It happens every time I copy text from a PDF file into an Email. I hope it helps you. II. USE OF FORCEEach use-of-force situation is unique and shall be evaluated on thecircumstances faced by the member at the time force is applied. Membersshall use only that amount of force reasonably necessary to make an arrest orgain control of a situation.A. Force OptionsThe following options provide various types of force or responsesavailable to the member. This is not a comprehensive list. The nature ofthe situation will dictate the force necessary.• Officer Presence• Verbal Communications• Soft Empty Hand Control• Pain Compliance• Chemical or Inflammatory Agents• Taser• Hard Empty Hand Control• Impact Weapons• Deadly ForceB. Deadly Force1. Definition: Deadly force is the execution of any calculated actionthat is likely to cause death to the person against whom the action isdirected.Chapter 3 Major Policies10/20/2006 PIMA COUNTY SHERIFF'S DEPARTMENT GENERAL ORDER 2006-017 PAGE 3-22. Deputies or on-duty Correction Officers, in the performance of theirofficial duties, are authorized to use deadly force when it reasonablyappears necessary to do the following:a. Protect themselves or others from immediate threat of deathb. Prevent a crime in which the suspect's actions place persons injeopardy of deathc. Apprehend a fleeing felon who has used deadly force in thecommission of a crime and where there is substantial risk thefleeing felon will cause death, or injury likely to cause death,to others if apprehension is delayed3. Under circumstances that permit the use of deadly force and prior toemploying the use of deadly force, the officer employing that forcemust:a. Establish personal recognition of the person against whom thedeadly force will be used, orb. Establish the knowledge that the person against whom thedeadly force will be used is the one against whom the force isjustified;c. And warn the suspect about the use of deadly force ifcircumstances allow.4. Warning shots are prohibited unless deadly force is justified.C. Carotid Control Hold1. Use of the carotid control hold, or similar tactic causing therestricting of the carotid artery, is generally prohibited.2. The use of such holds or tactics shall be considered deadly force andis authorized only under those circumstances designated under"Deadly Force," Section B above.Chapter 3 Major Policies10/20/2006 PIMA COUNTY SHERIFF'S DEPARTMENT GENERAL ORDER 2006-017 PAGE 3-3D. Review ProcessThe Sheriff’s Department will review use of force incidents, involving:• Pain Compliance• Chemical or Inflammatory Agents• Taser• Hard Empty Hand Control• Impact Weapons• Deadly ForceWith the exception of deadly force, the process is as follows:1. Prior to the end of their shift, the deputy or corrections officer whoused the force shall complete the Use of Force (UOF) Summary andsubmit it to their immediate supervisor.2. The supervisor shall review the UOF Summary and commentappropriately.3. The supervisor shall submit the UOF Summary to his/hercommander when completed.4. The Commander shall review the UOF Summary, make appropriaterecommendations and comments, and forward to his/her DivisionCommander.5. The Division Commander shall review the UOF Summary, andmake a decision regarding action to be taken, i.e., no further action,new and/or additional training, further investigation required, ordisciplinary action.6. The Division Commander will forward the UOF Summary to theSpecial Operations Section office support staff who shall beresponsible for the data entry of the incident into a Use of ForceDatabase.Chapter 3 Major Policies10/20/2006 PIMA COUNTY SHERIFF'S DEPARTMENT GENERAL ORDER 2006-017 PAGE 3-47. A Department Use of Force Committee will convene on a quarterlybasis, or as needed, to review use of force data and makerecommendations regarding training and policy issues.a. The Use of Force Committee will be comprised of the PatrolDivision Commander, who will chair the committee; theSupport Operations Division Commander, who will co-chair;the Administrative Services Division Commander; theCorrections Security Operations Division Commander; one (1)Patrol Division Section/District Commander to be selected bythe Patrol Division Commander; one (1) Support OperationsDivision Section Commander to be selected by the SupportOperations Division Commander; the Training SectionCommander; one (1) Corrections Bureau Section Commanderselected by the Corrections Security Operations DivisionCommander; the Department’s Training Section Supervisorsand Lead Firearms Instructor; a certified defensive tacticsinstructor; and a certified Taser instructor when appropriate.Other Department members may be asked to participate on thecommittee due to subject matter and the member’s expertise orcertifications relevant to the subject matter.
