We are trying to elimenate the inmates from tampering with the hot pots placed into the housing modules. The inmates are loosening the base and re-directing the system to bring the water to a rolling boil. We are going to apply super glue but I need to find some kind of tape that would show the attempt of tampering.

Would it be possible to replace the hot pots with those universal heating elements that are designed to heat a cup of water?

Maybe they are some that are made that might get the water hot but lower than a boiling point.

When our facility was built, on-demand hot water was incorporated into the sinks, with the tiny little water heater unit housed in a locked cabinet unerneath the sink. It has a separate spigot from which they can get either boiling hot water or very hot water. These have worked very well, but over the years some have broken and not been replaced. I suspect that our maintenance folks didn't like to mess with them. In their place, we have hot water pots like yours, which bring a whole rash of problems. I recommend going with an on-demand under the cabinet unit, other than needing ocassional maintenance, it eliminates problems with tampering and can't be used as a weapon.
