    Imagine an inmate or juvenile offender in a sex offender program has just intentionally bumped up against a peer and admitted that it was done for the purpose of sexual gratification.  What is your program's response?  What does "zero tolerance" mean in this context?  

    Thank you in advance for any ideas, thoughts, insight.

    I think you have to respond to this situation in a similar manner in which you would respond to other types of innaprpriate contact. if you have a zero tolerance policy, then failure to respond approrpiately to this type of behavior will send the wrong message to others. This behavior should be dealt with in a very firm manner that sends a very clear message that this type of contact or behavior is unnacceptable and will not be tolerated. Not only does this type of behavior jeopardize the integrity of the treatment environment, but it further supports this individuals negative thoughts and beliefs.
