    Does anyone know of an ACA  or NIC standard regarding inmates giving, loaning, bartering or trading property with other inmates?  The issue I have is inmate canteen items.Most states that I reviewed make it a disciplinary offense to do this.

    Indiana makes it a disciplinary offense as well.

    This is from Florida Model Jail Standards:

    FLORIDA MODEL JAIL STANDARDS
     

    Effective Date: 01/01/08 Page 19 of 72

    CHAPTER 3 - EMPLOYEE REGULATIONS

    (3.01) Each employee's conduct shall at all times be consistent with the maintenance of proper

    security and welfare of the facility and of the inmates under their supervision.

    (3.02) No employee shall:

    (a) Report to duty or exercise supervision or control over inmates while under the

    influence of an intoxicant;

    (b) Report for duty or exercise supervision or control over inmates while under the

    influence of a narcotic, barbiturate, hallucinogenic drug or central nervous

    stimulant. Exception will be made only when such medication has been

    prescribed and is taken under a doctor's care and if it does not impair the

    employee from carrying out their assigned duties;

    (c) Use profane or abusive language in supervising inmates;

    (d) Abuse an inmate in any manner;

    (e) Trade, barter with, or accept anything of value from an inmate, his/her friends or

    family except as provided in the policy and procedure directive for the facility;

    I believe that ACA is silent on the question as you have asked it.  However, I am sure that most jurisdictions prohibit the transfer of personal property between inmates.  There is a practical side to a response; as you would not want to write disciplinary reports on inmates who want to share a bag of chips they bought at the commissary.

    At our facility in Oklahoma it is a disciplinary offense, also. Inmates can extort, setup stores, gamble etc. etc.

    it is a rule violation to transfer property between inmates and will result in disciplinary lockdown in my facility
