if you were to go to the thomas.loc.gov web site you can do an inquiry into any bills containing re-entry, community corrections, work release etc. and come up with alot of history. The Second chance act of 2005 is the most current bill effecting federal community corrections. I would be interested in viewing your paper when completed.
