If you are interested in taking a look at the OWDS evaluation process let me know. We collect data on participant demographics, participant satisfaction, pre and post test results, what specific OWDS skills were used once the graduate returned to his or her job, and what impact was made in the participant's home jurisdiction. I have developed a manual which provides step by step instructions on how to collect the data. The manual is still in draft form but you are welcome to take a look at it along with the instruments we use to collect the data and adapt whatever you want to suit your needs.
We are currently measuring effectiveness of the OWDS program by looking at transfer of knowledge to the job and the type of impact the participant is having in their home jurisdiction, such as the amount of collaborations with local businesses and whether or not the participant has increased offender participation in the program.
We are currently developing software that will collect data such as the offender's past and current employment history, job retention, recidivism, and many more variables. We plan to pilot it in 2007.
