    I am in search of experience related data from criminal justice practioners who have dealt with jail overcrowding and have opinions, experience, and information about what programs, services, options, etc. assist with address jail overcrowding issues.  I am seeking information about what works in alleviating the problem of jail overcrowding.  Specifically:

     

    What bail option programs - cash bail, 10% deposit, release on recognizance, conditional release, citation release, commerical bail bonding, etc. - have proven to be effective in addressing jail overcrowding?

    What programs/services - mental health, substance abuse, dug treatment, work release, community service, pretrial diversion - have proven effective?

    What system changes - weekend court, drug courts, intensive probation services, etc. - have proven effective in alleviating jail overcrowding?

    What programs, services, and options have allowed a jurisdiction to better manage their jail population and alleviate jail overcrowding?
