I am not so sure of the answer, but you may come up with an answer by contacting the government agency in charge of this and asking for a copy of the laws and by-laws they have to abide by.

Don't know if you have received much help in this matter or not. I would suggest that you contact the State Department of Corrections in which you conduct business. I am sure they could give you some guidlines or at least steer you in the right direction.
Holy Cow. The State Department of Corrections where I work (in my institution) is understaffed even by their standards. They are having their cake and eating it too. So I'm not certain if asking a state department about how to resolve staff shortages is the best place to go.
