According to the &lt;a class="" href="http://www.urban.org/publications/411561.html"&gt;abstract&lt;/a&gt; of the report, &amp;quot;This research provides the first formal study of Florida’s FCBIs, and is guided by three research questions: (1) What are the FCBI objectives?
