A Tool to Evaluate Program Effectiveness?

Agencies across the country are seeking ways to incorporate evidence-based practices into their programming.  While not yet approved for Departmental use, the California Department of Corrections and Rehabilitation's Office of Research, and the Center for Evidence Based Corrections at UC Irvine, have created a training manual that describes the California Program Assessment Process (CPAP) "and explores in detail the CPAP rating instrument, as well as the meaning behind the rating categories, issues that may occur in evaluating programs, and the proper application of the scoring rules."  Certainly a tool to review.

As an advocate for inmate reform and performance-based evaluation, this article proved quite interesting.

Of particular interest is the fact the the CDOC appears to recognize that recidivism rates are the best measure of performance.  Yes, other objectives and measures exist.  However, offender reform and decreased recidivism are the primary objectives of any system - whether that system acknowledges the value of reform or not.

A good report for anyone interested in these topics!
