Governor Schwarzenegger attended the graduation ceremony of female inmates from the Career Technical Education-Carpentry program at the California Institution for Women in Corona.  Click here to watch Gov. I think this is encouraging since most of the persons now being arressted have no work skills. If we are really trying to change the numbes and the rates of recidivism this is important.
