Will the majority of the money for this Second Chance Act go to the actual prison system?  Would a small, non-profit animal rescue operation be able to participate in this in any way and be eligible for any of the grant money?

Animal rescue operations are not eligible for grant money through this bill.

It is difficult to predict when further information will be available.  It could come tomorrow, 6 months, or even longer.  But as soon as I hear something I will post it on the blog.

While education is a strong component of the bill, there is nothing in the bill that addresses educational loans to people with felony convictions.

I work for a small non-profit in Phildadelphia who services more and more ex-offenders every day. Besides asking for assistance through our state representatives, are there any other ways to be considered for allocation of these grant funds.
