Texas Juvenile Justice System Reform

The Texas Sunset Advisory Commission has issued a staff report containing recommendations for reforming the state-wide juvenile justice system. The Commission was created in 1977 by the Texas Legislature to "identify and eliminate waste, duplication, and inefficiency in government agencies". This report addresses "key systemic problems and continuing issues at TYC" (Texas Youth Commission), and provides "recommendations regarding the Office of Independent Ombudsman, regulation of certain nonsecure residential facilities, and procedures for certification of probation and detention officers."
