The &lt;a class="" href="http://www.urban.org/" target="_blank"&gt;Urban Institute&lt;/a&gt;&amp;nbsp;has published a research report: &amp;quot;&lt;a class="" href="http://www.urban.org/publications/411530.html"&gt;After Katrina: Washed Away?
