The <a class="" href="http://www.urban.org/" target="_blank">Urban Institute</a>&nbsp;has published a research report: &quot;<a class="" href="http://www.urban.org/publications/411530.html">After Katrina: Washed Away? Justice in New Orleans</a>,&quot; that&nbsp;highlights the&nbsp;effects of Hurricane Katrina on the criminal justice system.&nbsp; The impact on the police, courts, and corrections was monumental.&nbsp;According to the report, of the eleven jails that opereated&nbsp;before Katrina only four have reopened.&nbsp;We can learn from history, and hopefully, the unfortunate&nbsp;events in New Orleans can be mitigated if your community is ever faced with a disaster of this magnitude.&nbsp; </p><img src="http://community.nicic.org/aggbug.aspx?PostID=4838" width="1" height="1">emergency managementKatrinaemergency preparednesshurricane
