A proposal to change sentencing guidelines in California may help the state budget but it will shift the financial burden to the county jails. While reading this Wall Street Journal article, California Inmate Plan Draws Ire, I kept picturing the "shell game" - except in this case it's under what roof will the inmate be found. Unfortunately, no one wins this game.
