It was thought provoking and well worth considering. Nebraska DOC implemented Quality under the leadership of then director Harold W. Clarke in 1993. John Eggers, now with NIC, was the training administrator then and he actually talked about what it would be like to go for the Baldrige Award. It has a lot of applicability to Corrections and now with the Performance-Based Measruement System (PBMS) in place there is a ready made set of performance data for those states who participate.

I like the idea that the Baldrige Criteria set forth - pulling an organization toward greater excellence/higher performance.

I don't think we make the effort to hear the voices of our own staff. We're so locked in a heirarhcical, mechanistic view of organzation that we fail to see the power and resources we have internally (if we can onlt get them focused). We can't form and maintain alliances (internally or externally) unless we understand and value where the other is coming from and commit to supporting them.
