&lt;p&gt;I also would like to see conditions of supervision added and enforced forbidding the use of the internet, along with training for community corrections officers in how to maintain a chain of evidence in impounding hard drives for search by forensic computer technicians. &amp;nbsp;Finally, I would like to see early work completed in collecting date on sex offender movements for research and public safety planning. &amp;nbsp; For example, is there a area where they congregate more frequently than others&lt;/p&gt;

We also need to be able to track their computer usage. That is what my company does. www.remote-com.com we make the offender pay the monthly monitoring fees, and monitor every aspect of their computer to include keyword screen shots. Then we provide the probation departments with monthly reports at the end of the month, and instant reports for obvious violations. The internet is where most of these offenders start their crime, and find their victims. Just food for thought. &lt;/p&gt;

Recovery Survival Network's model combined mulitple services in one program so the delivery of services are holistic in the program model. Once an ex offender is back in the community they need a safe place to build their own support system. Having the proper tools to work with and knowing how to utilize them is the most important part of their release plan. An answering service or machine with a recorded message will disseminate pre recorded referrals but it takes a real live human being to intervene and help talk a person in distress to a place of safety. The worst offender is still a human being and if treated with dignity they will eventually respond in a positive manner. Program design is very important, but the program coordinators have to come from a place that offenders can relate to. Collaborations between law enforcement and CBO agencies is a definate plus. Making our communities safer is the most important issue facing American's today. Violent offenders are among the hardest to serve populations and every community has these problems to deal with. The key is to start delivering program services while the offender is still in custody. There are many program currently operating that ddress these issues. &lt;/p&gt;
&lt;p&gt;Intensive case management is the key to making progress. Knowing the clients history and having them work with the case manager to design a realistic individual program tailored to fit the individuals needs, gives the offender a reasonable chance to successfully transition from jail to the community. Working with parole and probation departments can yield a positive change, but to deliver the case management the departments need to allow CBO programs to do a complete assessment of the individuals needs prior to the offenders release so the relationship is well established. &lt;/p&gt;

He went to jail a couple of weeks before his 18th birthday. After turning 18 he was sentenced to the CA Dept of Corrections the age of 18 years old. His real crime was he had consentual sex with a girl who said she was 18. This kid had no life skills and was released in 2003 and we helped him with his reentry and he has been doing great for almost 3 years. His life is ruined and his picture is on a sex offender web site and we supported him and he is now gainfully employed against all odds. The moral of the story is Check ID's before having a rleationship with anyone the consequences are very hard to live with.&lt;/p&gt;
