Washington State Expands Monitoring of High Risk Sex Offenders

The Washington State Department of Corrections has been tasked by the Governor to craft a plan with local law enforcement agencies to increase the usage of electronic global positioning systems (GPS) to monitor highest risk sex offenders. The Community Corrections Division will have the responsibility of installing the equipment and selecting and managing the offenders to be monitored. This inter-agency initiative is being financed from the state's emergency fund.

I think that GPS is limited in tracking sex offenders. We also need to be able to track their computer usage. That is what my company does. www.remote-com.com we make the offender pay the monthly monitoring fees, and monitor every aspect of their computer to include keyword screen shots. Then we provide the probation departments with monthly reports at the end of the month, and instant reports for obvious violations. The internet is where most of these offenders start their crime, and find their victims. Just food for thought.

Using GPS to monitor sex offenders is an obvious choice.  The article does not mention, however, if the GPS coordinates are going to be merely historical for evidence after the fact, or monitored actively.  In this scenario, curfews and boundaries can be enforced and also no contact order with previous victims.  

I also would like to see conditions of supervision added and enforced forbidding the use of the internet, along with training for community corrections officers in how to maintain a chain of evidence in impounding hard drives for search by forensic computer technicians.  Finally, I would like to see early work completed in collecting date on sex offender movements for research and public safety planning.   For example, is there a area where they congregate more frequently than others
