State correctional institutions and local jails are struggling to find solutions to the problem of overcrowding created by probation/parole violators being returned to custody. Recently, the Washington State Department of Corrections rescinded a plan to release up to 150 inmates to ease overcrowding in one of its facilities after a public outcry over a previous release of inmates from area jails.
In recognition of overcrowding and other issues associated with the violation and revocation of offenders on community release, the National Institute of Corrections has produced relevant publications that promote systematic approaches to the supervision and management of this population.
